@ The other way to have done this might have been to create a menu item within your administer section.

RE: @ when you use menu_alter, does your parameter have an ampersand before it? The items should then be getting altered.

@ Are you trying to do the alter from a theme or module? You should have MODULENAME_menu_alter to alter the links
