  1. Wagner: "will Ab only prevent every teen pregnancy?" PFI: "No. Can't stop teens but make icrimental changes."
  2. Wagner: agrees with Longietti that language needs to be strengthened to clarify that local SDs choose programs.
  3. Wagner: testimony misleading on my bill. Examples & anecdotes misinterpret what the bill says. Does NOT dictate what topics taught.
  4. Wagner: point out "inaccuracies." Scheuring said none of stats true. How can you dispute CDC report on STDs?
  5. ACLU: "reinforces traditional gender roles." PFI: Not true. Rapp: "offended by ACLU comments. Taking Jesus out of Christmas," etc.
  6. Rapp: comment on remarks from ACLU? "Ab only has religious overtones bc of sex confined to heterosexual marriage." PFI: "ridiculous."
  7. PFI: change opt out to ANY&ALL sex ed programs.
  8. PFI: Opt in better than opt out. Opt out specifically sent home should be added to HB 1163.
  9. PFI: all contraceptives can fail. "condoms don't prevent emotional trauma." "promotes erotic behavior"
  10. PFI: "choice between ab and comprehensive: ab only includes much more than contraception fail rates."
  11. PA Family Institute: "parents want abstinence"
  12. Scheuring: no parents ever opt out of Ab only program. PP teaches 45 sec of abstinence then teaches 13 methods of bc. Kids "see right thru"
  13. Scheuring: Teens using birth control and still getting pregnant,
  14. Opposition testimony now. Amy Scheuring, individual parent and abstinence educator.
  15. Salacious info happens OUTSIDE classroom, not from teachers.
  16. Gawlinski: teaches without the assumption that all students heterosexual. That's what "no bias" means. No issues w parents either.
  17. Gawlinski: opted out students not affected in her SD. Longietti: shall not promote bias against sex orientation, gender ID.
  18. Longietti: opt-out. Anyone comment on a stigma for kids opted out? Admin: either religious objections or handicapped students.
  19. Longietti: concern that curriculum only mentioned once and said curriculum transparent. Nothing re: local SD's choice.
  20. Longietti: does the bill say that local districts choose? Wagner: SDs remain autonomous to choose curriculum. PDE & PDH work to create crclm
