  10. @richardveryard When I say "wrong" I mean "does not make logical sense" or is contradictory. "Requirement"="Capability" is contradictory
  11. @richardveryard MODAF, etc. are not perfect. They do get things wrong. When we spot errors we must point them out. This is how we improve
  12. @richardveryard Agree that SVs define capabilities to meet outcome - outcome is fulfilled reqt. Ergo capability fulfills requirement.
  13. @richardveryard Defining capability as requirement is wrong . Question is "has the enterprise got the capability to meet the requirement?"
  14. In EA, capability is NOT a "high level requirement". It is the ability of an enterprise to FULFILL a customer or market need.
