Gov_IT_Planning

  1. Got budget comments (Fedspeak: "passback") from OMB this week. OMB stressed cloud computing & data center consolidation under a flat budget.
  2. Normally OMB send us budget "passback" about now. OMB says what they like, don't like, and their priorities. But, this is NOT a normal year.
  3. Start of a new fiscal year = performance review season. Everyone brags about their accomplishments. My boast: we are an excellent team!
  4. Our IT planning season has largely come to an end. Staff go on leave, OMB gets very busy, & we figure out how to do things better next year.
  5. The biz cases for the big, important IT stuff went to OMB today
  6. We sent our IT portfolio list (Fedspeak: Exhibit 53) to OMB today. We still have problems with some of our biz cases (Fedspeak: Exh 300s).
  7. The executive E-Board approved the FY2011 IT portfolio yesterday. Check!
  8. The contractors for our support tool (eCPIC) did a superb job of turning around OMB's changes this year. Kudos to BAH and the eCPIC team!
  9. Final OMB Exh 300 biz case format is out and (of course) the paper version is different from XML version. Is it really THAT hard to sync?
  10. Some USDA agencies/offices are using tools for collective IT portfolio review/prioritization. Would love to see criteria used by each group.
  11. USDA people are quickly catching on to the Dashboard. It will be interesting to see how the Hill uses it for the approp process this year.
  12. The "99% version" of the Exh 300 biz case is out. Alot has changed. NTL, thanks to efforts of IT people across USDA we'll be in good shape.
  13. The "new, improved" OMB pinged us for a CIO rating on the "beta" IT Dashboard. New Prez, but same old OMB!
  14. "Rebaselining" will be a big deal in the federal IT world next month. OMB is tightening up on baseline changes on the IT Dashboard. Ouch!
  15. We had a meeting today with GAO on their EVM report. We have some work to do, but look pretty good relative to other Fed orgs.

  17. We continue to update the Fed IT Dashboard (at http://it.usaspending.gov/) this month. 20M people have hit the Dashboard thus far!
  18. OMB's de facto acceptable "excuses" for rebaselining IT projects came out yesterday. We are going to have to embed these in our processes.
  19. We had a "family counseling" session with 2 USDA agencies yesterday. We need more psychology training! ;)
  20. We sent our monthly IT project tracking report to the White House (OMB) yesterday on 14 important IT projects. All are on track. (Whew!)
