@ A good beta is honest, gives criticism and not just praise, points out errors and suggests improvements, knows canon well.

@ I don't think it matters. If it's riddled with errors, readers won't continue reading whether the chapter is long or short.

I hate when I write a particularly awesome sentence/paragraph, then as events unfold it doesn't fit and has to be edited out. It's PAINFUL.
