  18. Lonergan stated that 15 to 20% on top of a relatively low water rate isn't as bad as it would be if we had a high water rate.
  19. To clarify: Filtration would cost $140 million by 2014 (-30% / +50%) resulting in 15 to 20% rate increases.
  20. Federal requirement for filtration may require 20% water rate increases in Tacoma. Ouch.
